Tighter MCO 3.0: Civil service to operate on hybrid WFH system, says Mohd Zuki


PETALING JAYA: The civil will operate on a hybrid system starting Tuesday (May 25), whereby only 20% of its staff will be in the office at any one time, says Tan Sri Mohd Zuki Ali.

The Chief Secretary to the Government said this system, which will see the remaining 80% of staff working from home (WFH), does not apply to public servants in frontline services.

The hybrid system will be done on a rotating schedule, whereby staff members take turns coming into the office and working from home, he said in a statement on Saturday (May 22).

"Attendance to the office is only for work processes that cannot be done remotely and which requires one to be present in the office.

"Meetings and discussions are also to be done online via a medium that is secured and guarantees confidentiality.

"Over-the-counter services that are not offered online will be available by appointment only," he said.

The implementation of the hybrid WFH policy will be according to the policies outlined in the Service Circular No.5/2020, which noted the aspects that must be adhered to while WFH.

He said this included not running any personal errands while WFH.

Mohd Zuki added that all department heads must carry out the orders by planning the attendance of staff required in the office and at home.

He said that the delivery of services by the government will continue as usual to ensure that the people will receive prompt and efficient service.

"Adherence to the standard operating procedure (SOP) updated from time to time by the Health Ministry and the National Security Council must be done in order to ensure that the curve of Covid-19 infections can be flattened," he said.

Mohd Zuki's announcement came following the announcement by Senior and Defence Minister Datuk Seri Ismail Sabri Yaakob of the newly tightened SOP for the country amid the worsening Covid-19 crisis.
