"If a road user cannot produce a driving licence but has an identity card, a summons can be issued. However, the road user cannot be arrested because this is not a crime that warrants an arrest. And it is not one that allows the officer in charge to ask for your phone number," said Universiti Kebangsaan Malaysia Prof Datuk Noor Aziah Mohd Awal, a law lecturer.
