SHAH ALAM: The DAP special congress to hold the party's central executive committee (CEC) elections has begun at the Ideal Convention Centre (IDCC) here with delegates from 865 branches nationwide gathering at the venue from as early as 8am Sunday.
As of 10am 1,150 delegates had signed in, meeting the required quorum.
