GEORGE TOWN: The state government has resorted to land swap model to finance the Penang Transport Master Plan (PTMP) because an alternative financing is not forthcoming.
State executive councillor Chow Kon Yeow, who is also Penang Transport Committee chairman, said they had requested grant from the Federal Government but to no avail.
