KUALA LUMPUR: Anyone under arrest can be handcuffed and there is no exception for the part-time model who stepped on photographs of the Prime Minister on Merdeka Day eve, police said.
Responding to criticism from some quarters that police had acted excessively against the 19-year-old, city police chief Deputy Comm Datuk Mohmad Salleh said the police were merely following procedures.
