SHAH ALAM: Desperate contractors, especially bumiputras, are falling prey to a conman who claims to have been mandated by the Works Ministry to farm out RM2.4bil worth of contracts and jobs contained in the Ninth Malaysia Plan.
Operating from a hotel lobby, the man would meet contractors to show them various documents purportedly with the Ministry's letterhead describing non-existent projects.
