VIENTIANE: Asean leaders have signed the Vientiane Action Plan (VAP) for the setting up of a security, economic and socio-cultural community of member countries.
With the theme Towards shared prosperity and destiny in an integrated, peaceful and caring Asean community, the VAP identifies the medium-term programmes from 2004 to 2010.
