KUALA LUMPUR: The imposition of unrealistic rules on state governments and bureaucracy are holding back plans by the Syarikat Perumahan Negara Berhad (SPNB) to meet the Government’s target of building 120,000 units of low-cost houses this year.

According to officials, to date, SPNB had only built less than 10% of the requirement set out by the Government and it was unlikely to get any higher due to the decisions made by the company’s management.
