PETALING JAYA: Detained Malaysian student Mohd Abdullah Osman was found in Baghdad two months ago by the International Committee of the Red Cross (ICRC) but the organisation did not act because there was no request from the Government or family members then, revealed his sister Rohizan yesterday.
