LESS than 24 hours after US President Donald Trump dealt a blow to five major offshore wind farms last month, Democratic governors in several north-eastern states began plotting a stra­tegy to save them.

In a hastily arranged conference call, the governors discussed suing the Trump administration over its pause on leases for the five wind farms under construction off the east coast, while also negotiating a deal to let the projects proceed.
