THE Higher Opportunities For Private Education (HOPE) programme is established to co-ordinate and help in placing students who are unable to secure places in local public universities in Malaysia (IPTA) into academic programmes offered by local private universities, university colleges and approved colleges (IPTS). 

The capacity of local public universities to take in about 81,000 applicants per year only make up 20% of the total number of SPM and STPM school leavers each year.
