THERE were cheers greeting the Budget 2007, not least for the attention it gaveto public security, services of government departments, quality water andpublic transportation, and housing issues. However, doubts linger among thepeople, especially about local authorities' ability to increase transparency andefficiency as envisioned in the Budget.
