Initiative positions state as regional centre for localised train assembly, system integration, workforce development
Selangor government, through Invest Selangor Bhd, has officially launched the Selangor Rail Industry Hub.
The launch within the Malaysia Pavilion at InnoTrans 2026 in Berlin, Germany, was officiated by state investment, trade and mobility committee chairman Ng Sze Han who led the Selangor delegation.
The initiative positioned Selangor as South-East Asia’s centre for localised train assembly, system integration and workforce development.
As Malaysia’s rail heartland, Selangor boasts the country’s highest concentration of rail assets, including the Kita Selangor Rail Line.
The state established the new hub to tackle ageing asset overhauls and build supply chain resilience, leveraging direct connections to Port Klang to serve as an Asean regional gateway.
According to its media statement, the Selangor Rail Industry Hub will be strategically located at Taman Perindustrian Zurah, Rasa in Hulu Selangor.
Phase 1 begins immediately, operating out of a 36,000sq ft facility at Sirim Bhd’s premises to provide technical validation and ensure compliance with Malaysia Railway Industry Standards.
To support future growth, Phase 2 will expand assembly and testing operations onto a 7.69ha plot.
Meanwhile, Phase 3 will establish a dedicated 50.6ha rail industrial park – just 2km from the earlier phases – to accommodate long-term industrial expansion and growing regional demand.
To mark the launch, Sirim accepted Letters of Intent from three key industry anchors to drive core operations at the hub.
The anchors are MMC Engineering (establishing local train assembly and testing operations), Pecca Leather (setting up a specialised training academy for rail seating and upholstery standards) and Xcel Itech (strategic collaboration with Sirim in localisation, testing, validation and commercialisation of train simulator platforms and frameworks).
According to the statement, the hub would focus on four operational activities: local train assembly and testing, path of construction and system integration, train simulator development, and supply chain localisation control.
Human capital development is fortified through the rail teaching factory framework and the Selangor Talent Action Plan for Rail Industry, delivering a certified, cross-system engineering pipeline.
Invest Selangor is inviting global rail OEMs, Tier-1 system integrators, technology providers, and supply chain partners to participate in this transformative ecosystem.
“Selangor holds the highest concentration of rail assets in Malaysia,” said Ng.
“As these mature assets reach critical operational milestones, we see an immense opportunity to strengthen our capabilities in asset life cycle management, localised system overhauls and smart digital integration.
“The Selangor Rail Industry Hub is a strategic step to capture these opportunities and solidify Selangor’s position as a regional engineering anchor,” he added.
Also at the launch were Malaysian ambassador to Germany Mohamad Razdan Jamil, Invest Selangor chief executive officer Datuk Hasan Azhari Idris, Malaysia Rail Industry Corporation president Datuk Dr Mohd Yusoff Sulaiman, Sirim Smart Manufacturing Centre senior director Dr Rohaizat Omar and Invest Selangor Industry Ecosystem Development Division senior director Nik Izuddin Nik Mohd Yusof.
