SHAH ALAM: There were no water treatment plant (WTP) shutdowns in Selangor due to industrial pollution throughout 2025 and up to July 30 this year.
State public health and environment committee chairman Jamaliah Jamaluddin said this was partly attributed to Selangor’s Zero Discharge Policy (ZDP).
She said the policy, introduced nearly two years ago, had helped reduce water source pollution incidents and disruptions to WTP operations.
She said the positive outcome was also supported by integrated enforcement actions, 24-hour strategic monitoring of river basins and the implementation of the Raw Water Guarantee Scheme (SJAM).
“The implementation of the ZDP has also improved compliance among premises with licensing requirements, effluent quality reporting and more systematic wastewater management,” she said during the Selangor State Assembly sitting at the Selangor State Legislative Assembly building in Shah Alam on Thursday (Aug 6).
Jamaliah said Selangor Water Management Authority (LUAS) was still conducting further studies to quantify the reduction in effluent discharged into rivers since ZDP was implemented.
She added that the policy’s impact would be measured alongside the increasing number of regulated premises licensed through ongoing enforcement and compliance operations.
“As of July 2026, a total of 6,997 premises had been licensed, reflecting the effectiveness of the ZDP in improving compliance with licensing requirements.
“According to LUAS records, 936 premises under the industrial activities category had obtained ZDP licences as of July 2026," she said.
She was replying to Pang Sock Tao (PH-Kuala Kubu Baharu), who asked about the effectivess of the ZDP in reducing water source pollution.
Separately, state infrastructure and agriculture committee chairman Datuk Izham Hashim said the Selangor Irrigation and Drainage Department (JPS) had applied for funding from the state and federal governments to implement new flood mitigation projects in Telok Gong, Klang.
He said the proposed projects include the construction of new floodgates and pump houses at Kampung Nelayan, Jalan Tali Air and Jalan Perajurit.
The RM30mil proposal for the Kampung Nelayan and Jalan Tali Air works has been submitted to the Energy Transition and Water Transformation Ministry for consideration under RMK13 Rolling Plan 2.
A separate RM15mil proposal for the floodgate and pump house at Jalan Perajurit has been submitted under the state government’s Drainage Contribution Trust Account.
Izham was replying to Azmizam Zaman Huri (PH-Pelabuhan Klang) on the state’s flood mitigation efforts in the area.
