Enforcement for public parking in Selayang, Selangor, under a new private concessionaire will start once the personnel are officially appointed.
In a statement to StarMetro, Selayang Municipal Council (MPS) said this was crucial to ensure an orderly implementation of the Selangor Intelligent Parking (SIP) system that complied with the established standard operating procedures.
This follows the planned implementation of the new system in three local councils in the state, including MPS, on Aug 1.
“A coordination meeting between MPS and the new concessionaire was held on Aug 6 to discuss technical and operational matters, including payment systems and enforcement procedures.
“The new parking management system aims to be more systematic and efficient,” said MPS Corporate Department director Zulaina Abu Talib.
She reiterated MPS’ commitment to transparency and service delivery, adding that all efforts would prioritise the convenience of users and the needs of Selayang ratepayers.
The planned privatisation of street parking in Selangor involves four selected local councils first, namely MPS, Subang Jaya City Council (MPSJ), Shah Alam City Council (MBSA), and Petaling Jaya City Council (MBPJ).
It is to streamline parking management under a public-private concession.
Currently, the first phase of SIP has proceeded with Subang Jaya, Shah Alam and Selayang.
Meanwhile, negotiations with MBPJ is still ongoing for the implementation in Petaling Jaya.
The parking system is operated by Rantaian Mesra Sdn Bhd, a wholly-owned unit of Menteri Besar Selangor Incorporated (MBI), under a 10-year concession with local councils and a private partner.
Revenue is split 50% to the concessionaire, 40% to the local council and 10% to MBI.
Enforcement will be carried out by the concessionaire in cooperation with the respective councils.
In a new development, ITMax System Bhd has announced that its 70%-owned subsidiary Selmax Sdn Bhd has been appointed by MBSJ and MBSA to be the SIP operator in partnership with Rantaian Mesra.
ITMAX, in a media statement, said that under the SIP, Selmax would be responsible for deploying, managing and operating all gazetted carpark spaces under both local authorities’ jurisdiction.
The 10-year appointment also includes a five-year extension option.
A StarMetro report on Aug 7 highlighted that the early implementation has been slow, with unclear enforcement and poor communication leading to confusion among stakeholders such as residents and traders.
Some of them worried about potential fee hikes and smartphone-based payments, while several councillors raised the risk of local councils losing revenue.
