Rep: First surcharge hike failed to reduce usage

WILL the state government continue raising the domestic water conservation surcharge if it does not succeed in reducing consumption in Penang?

Pulau Betong assemblyman Datuk Muhammad Farid Saad wondered if the surcharge would regularly go up if consumption stayed high.
