When it comes to the delivery of healthcare, it is not so much about whether the public or private sector provides it, but more crucially, who manages and pays for it, said Health Ministry Planning Division senior deputy director and National Health Financing Unit head Datuk Dr Rozita Halina Tun Hussein at the National Sympo-sium on the Right to Health held in Kuala Lumpur in April.
