KUCHING: Brooke Holdings Sdn Bhd (formerly Brooke Dockyard and Engineering Works Corp) has been awarded a RM1bil engineering, procurement and construction (EPC) contract for the Sirung and Chenda fields development (SK405B project) offshore Sarawak by PTTEP Sarawak Oil Ltd.
PTTEP Sarawak, which is a subsidiary of Thailand’s national upstream company PTTEP, is the operator of the SK405B production sharing contract or PSC.
PTTEP holds a 49.5% participating interest in the project, with Petroliam Nasional Bhd (PETRONAS) Carigali Sdn Bhd holding 25% and Mitsui Energy Development Co Ltd, 25.5%. The SK405B project is PTTEP’s first greenfield development project in Malaysia, which will support its long-term growth.
The field development project is located some 140km from the PETRONAS LNG Complex in Bintulu. The award of the EPC contract for the project’s central processing platform was formalised with an agreement signing ceremony witnessed by Sarawak Premier Tan Sri Abang Johari Tun Openg here on May 26.
The EPC contract was the largest ever secured by Brooke in the oil and gas or O&G industry. Brooke targets to complete the EPC workscope in February 2028.
PTTEP Malaysia asset country manager Vitoon Chaisomboonpan said the contract signing marked the beginning of the project’s execution phase after PTTEP made the final investment decision (FID) on its first operated Malaysian project in February this year.
“Since the Sirung-1 discovery in 2021,this project has progressed through strong collaboration with our partners – Malaysia Petroleum Management or MPM, PETRONAS, PETRONAS Carigali and Mitsui Oil Exploration Co Ltd.
“With the front-end engineering design completed, FID achieved and Brooke Holding now on board, we are aligned towards first oil (production) in 2028,” he added at the ceremony.
The project’s combined production capacity is approximately 15,000 barrels per day. The development plan for both Sirung and Chenda fields comprise a central processing platform and a wellhead platform.
In March, the operator awarded Malaysia Marine and Heavy Engineering Holdings Bhd
a contract to fabricate up to 11 wellhead platforms for its upcoming Sarawak projects, including for the Sirung-Chenda development.
The project features approximately 8,500 tonnes of topside components and substructures. Chaisomboonpan said the project represents a responsible energy development initiative through the implementation of zero routine flaring and remote operations.
Brooke will build the Siruing production platform’s jacket at its Demak Laut yard and utilise its Sejingkat yard to fabricate the approximately 8,500-tonne topsides.
Brooke chairman Datuk Seri Wan Lizozman Wan Omar described the EPC contract as a complex one, as its execution involves major offshore structures and modules, including jackets as well as process and utility elements, each with its own critical EPC pathways.
“The project will test Brooke’s capability in integrating multiple engineering systems, planning disciplines, construction sequencing, project execution, yard readiness, cost control and the ability of personnel from various functions to work together as one team.
“Our team at Brooke, together with suppliers and vendors, will strive to complete this project with safety as a non-negotiable priority, quality as a core discipline, cost control as a responsibility, and timely completion as a commitment,” he added.
Wan Lizozman, who is also Sarawak state financial secretary, said the contract is expected to channel nearly RM480mil through local procurement, involving the purchase of 100% locally sourced materials and engineering items, including major packages such as gas turbine generators and gas lift compressors.
At the operational level, he said the project will have mobile manpower, shipyards and industrial capabilities.
Direct workforce requirements are expected to reach 1,100 personnel on-site, with an additional 200 indirect workers in critical fields, such as safety, quality, management, engineering, welding, fitting, electrical and instrumentation technicians, mechanics, blasting and painting.
Wan Lizozman said Brooke will create job opportunities for its fresh graduates, exposing them to high-level engineering projects through employment and industrial training programmes.
The Sarawak premier said the Sirung-Chenda oil field development reflects Sarawak’s commitment towards building an environmentally responsible and low-carbon energy future.
Abang Johari said the project designed with zero routine flaring and advanced remote-operated offshore operations are in line with Sarawak’s long-term sustainability aspirations.
“This is significant because Sarawak’s energy future must not only be productive but also environmentally responsible, efficient and aligned with low-carbon aspirations.
“Developments such as the Sirung project remain highly important amid growing uncertainties in the global energy market.
“Recent geopolitical tensions have once again highlighted the vulnerability of global energy markets to conflicts, transportation disruptions and sudden shifts in demand,” he added.
