SEOUL (AP) - North and South Korea plan to discuss setting up new special economic zones in the isolated North during their high-level talks next month, South Korean President Roh Moo-hyun said.
Roh said Wednesday that he raised the issue during his summit with North Korean leader Kim Jong Il earlier this month but the North proposed that the two sides discuss it at meeting between their prime ministers set for November, according to Roh's office.
