Pertubuhan Pemulihan Dalam Komuniti Saujana Utama (PPDKSU - the Saujana Utama Community Rehabilitation Organisation) is implementing the Chinotore Community Empowerment Programme MY 2026 after the project was selected to receive support from the Google Semarak Malaysia Fund: Selangor through ChangeX.
The fund is supported by Google and managed through the ChangeX platform, is worth RM30,000 for successful community projects in Selangor, subject to funding conditions and impact reporting.
PPDKSU is the fund recipient and community project owner, with Mawaddah Biz as the technical and program management partner. The collaboration ecosystem also involves the Faculty of Science and Mathematics, Sultan Idris Education University (UPSI), Nurich OT Rehab Centre, Solace Homoeopathic Wellness Centre, as well as special invitations from Ruth Training & Development Academy.
The first programme, 'Kenali Minda, Raikan Potensi — Neurodiversity Open Day & Inclusive Learning Experience', took place on September 16, 2026, in conjunction with Malaysia Day at Hospital Al-Sultan Abdullah (HASA), Universiti Teknologi MARA (UiTM), Puncak Alam Campus, Selangor.
The programme focused on neurodiversity awareness, understanding neurodivergent individuals, and exposure to inclusive learning approaches. Five experience zones highlighted the Chinotore Cognitive Programme; Inclusive Mathematics EduImpact and 3M STEM by UPSI; AT-Khas by Nurich OT Rehab Centre; as well as wellness/homeopathy components. The session also includes sharing by carers and educators, demonstrations, hands-on experiences, and exposure to capacity development pathways.
The event began with a welcoming speech from the Chairman of PPDKSU, Nor Hasnizam Parman, and was officiated by the Chief Executive Officer of the Selangor Special People Foundation (YANIS), Kamarul Hisyam Yeop Hashim. Programme 2, Chinotore MY Community Empowerment Program Workshop Level 1, Modules 1–4, is scheduled for Nov 14–17 at De Palma Hotel, Shah Alam. The four-day workshop focuses on capacity building through hands-on training of Chinotore Level 1. Follow-up support is planned through practice or placement, video feedback, refresher sessions, and monitoring to support the continuity of learning and competency development.

PPDK Saujana Utama is a Community-Based Rehabilitation Centre in Saujana Utama, Selangor. The Selangor State Assembly record in 2024 states that the centre in question has been operating for 12 years, with a capacity of 50 disabled trainees and nine teachers. The PDK approach emphasises the participation of persons with disabilities (OKU), parents, families, carers, and the local community, as well as the use of community resources.
PPDKSU is led by Nor Hasnizam Parman as Chairperson and supported by the community committee. Through the 2026 project, PPDKSU focuses on expanding access to awareness, learning, training, and support networks that can continue after the program period.
Based on the organiser's records, the Mawaddah/Chinotore MY journey for the period 2024–2026 includes community training, Malaysia-Japan collaboration, demonstration sessions, localisation workshops with UPSI, and Proof of Concept (PoC) with the Selangor State Education Department (JPNS). So far, Mawaddah, through its strategic partner BambooWow (Shoraisha Co. Ltd), has trained 76 practitioners or participants through 3 practical workshop sessions, and 10 demonstration sessions have been conducted.
The Faculty of Science and Mathematics at UPSI, through a team led by Dr Shazlyn Milleana Shaharudin, contributed the inclusive mathematics learning components of EduImpact and 3M STEM. Nurich OT Rehab Centre, led by founder and occupational therapy practitioner Vidyazandriah Nurliza Muhammad Amir Al-Rashid, highlights AT-Khas. Siti Maryam Abdul Kaiyum, along with Solace Homoeopathic Wellness Centre, contributes the whole-person wellness/homeopathy component, while Dr Ruth S. Arunasalam represents Ruth Training & Development Academy.
This collaborative structure allows participants to see several different support approaches within a single ecosystem, with each organisation contributing expertise in their respective fields.
YANIS was established by the Selangor State Government on August 9, 2025, with a mandate that encompasses a broader spectrum of persons with disabilities. The Selangor State Assembly record in 2026 states that the YANIS Centre implemented intervention, transition, and preschool components at two locations in Shah Alam, involving 97 children aged four to six years with needs including autism, ADHD, Down syndrome, and global developmental delays.
Chief Executive Officer of the Selangor Special Needs Foundation (YANIS), Kamarul Hisyam Yeop Hashim, stated that YANIS is committed to continuing to explore best practices and innovative approaches in efforts to build a more inclusive, progressive, and high-impact disability support ecosystem in Selangor. Therefore, he fully supports collaboration with the industry and community to empower the potential of special individuals.
The official ChangeX website and ChangeX announcement in 2026 confirm the Google Semarak Malaysia Fund: Selangor as a Google community fund launched in Selangor through ChangeX. ChangeX also stated in 2026 that its platform has now been launched in Malaysia. Based on publicly available sources, this supports the explanation that 2026 is the first launch year of ChangeX in Malaysia and the first year of the Google Semarak Malaysia Fund: Selangor. The fund focuses on community projects in Selangor in the fields of skills development and career pathways, support for small businesses, digital and AI training related to education and career readiness, water resilience, as well as energy and sustainability. Fund recipients must implement the projects and submit qualitative and quantitative impact reports according to the fund's requirements.
"This program is not just a one-day awareness event." It builds a chain from understanding neurodiversity, experiencing practical learning approaches, developing the capacity of carers and educators, to connecting the community to sustainable support. "When we empower those who guide the child, we expand the child's opportunities to continue learning," according ot the press statement made by PPDK Saujana Utama and Mawaddah Biz.
After Programme 1, the implementation continued through Minda Tanpa Batas, followed by Chinotore Workshop Level 1 and post-training support. PPDKSU and Mawaddah Biz plan to continue strengthening relationships with the SEN community, schools, PDK/PPDK, academic institutions, professionals, NGOs, as well as social and corporate partners to build community capacity responsibly and sustainably.
