Clarify goal of proposed shift system

WITH regard to the new shift system for healthcare workers or WBB (Waktu Bekerja Berlainan) proposed by the Health Ministry, I feel it’s important to convey the message clearly, especially to the younger doctors.

If there were discussions and engagement sessions with the doctors, these should be highlighted. Usually, the Health Ministry holds some engagement sessions before making decisions.
