I REFER to the calls made by some members of public for the police to review the conduct of arrests, especially those that are carried out in the early hours of the day.
Officers in all enforcement agencies have great discretion when carrying out their duties, and they are expected to avoid or minimise inconvenience to the public. In the matter of arrests, they also have to keep in mind the possible resistance that may occur and be prepared for any eventualities. They must keep in mind that minimum force is to be used unless the situation warrants otherwise.
