THE idea to send outstanding head teachers to underperforming schools needs to be considered carefully. Forty-one high performance school heads would be placed at underperforming schools for a period of three years under a project by the Education Ministry.

According to the ministry, the placement is a form of recognition for the top performing school heads. But many issues need to be addressed before implementing the project. For example, what yardsticks were used to measure the high performing and underperforming schools?
