City Council can do more to handle stray problem

I REFER to the report “I won’t leave without my dogs” (Sunday Star, April 16). There are many noble human beings like James who have taken it upon themselves to care for the strays in this country.

They give up their time, love and money to ensure that the strays do not go hungry. The people who put the strays on the street are still doing so as the law does not prevent them from abandoning or not spaying their pets.
