Take sexual violence issues seriously

THE Women’s Affairs Bureau (Helwa) of the Muslim Youth Movement of Malaysia (Abim) views with grave concern the increasing reports of rape, incest, out-of-wedlock pregnancies, and other social issues related to adolescent and community sexual relations, especially in Kelantan.

This situation reflects not only a deep moral and social crisis but also highlights the failure of current support systems in providing effective education, protection, and early intervention for youths and women at risk.

Helwa Abim stresses that this issue must not be taken lightly or addressed reactively. It requires a comprehensive and integrated approach, including value-based sexual and reproductive education, women’s empowerment, and psychosocial support interventions for victims and high-risk individuals.

Helwa Abim proposes the following actions:

1. Establish structured collaboration among state authorities, religious departments, the police, NGOs, and social service agencies to address the issue at its roots.

2. Develop ethical and secure data-sharing mechanisms to ensure that follow-up actions and policy-making are more focused, comprehensive, and targeted.

3. Consider household infrastructure that prioritises safety and well-being, such as setting a minimum requirement of three bedrooms for low-cost housing.

4. Ensure that consistent, systematic, and contextually relevant parenting, sexuality, and religious education is not limited to seasonal campaigns or general talks at mosques.

5. Refer to the Guidelines on Reproductive and Social Health Education (PEERS) published by the Education Ministry when implementing holistic awareness and education programmes for target groups.

Helwa Abim affirms that every young person and woman has the right to protection, education, and the opportunity to recover without stigma. Sexuality and reproductive health issues must be addressed with responsibility and empathy, not with judgment or neglect.

To date, Helwa Abim has undertaken various initiatives, including establishing shelters and guidance centres for women experiencing out-of-wedlock pregnancies across the country, including Kelantan.

At the same time, Helwa also runs sexual and reproductive health education (SRHE) programmes in several states, in collaboration with schools, higher education institutions, and local communities.
