BERLIN (Reuters) -The United States has again declined to agree to a proposal from 130 World Trade Organization members to start the selection process to fill vacancies on the WTO's Appellate Body, a Geneva-based trade official said on Friday.

This marks the 91st time the proposal has been blocked, underscoring ongoing disagreement among WTO members over reforms to the dispute settlement system, said the official.
