Biden asks U.S. Congress for $40 billion, including $24 billion for Ukraine

WASHINGTON (Reuters) - U.S. President Joe Biden said on Thursday he was sending Congress a request for about $40 billion in additional spending, including $24 billion for Ukraine and other international needs related to the war, $4 billion related to border security and $12 billion for disaster relief.
