GENEVA (Reuters) -The U.N. Human Rights Council will decide on Thursday whether to launch an investigation into possible war crimes by Russian troops in the Kyiv area, a move that Russia said would amount to political score-settling.
Members were due to vote on a resolution brought by Ukraine and supported by 59 other countries, to order a Commission of Inquiry to investigate events in the regions around Kyiv that were temporarily held by Russian troops.
