NEW YORK (Reuters) - New York officials on Thursday hailed the return of some major corporations to Lower Manhattan as progress following the Sept. 11, 2001, attacks, even though development of the World Trade Center site has stalled.

Mayor Michael Bloomberg and Gov. George Pataki joined in a ceremony on Thursday marking Verizon's new corporate headquarters adjacent to the World Trade Center. Last week, investment bankers Goldman Sachs broke ground a block away for its new world center.
