Negri Sembilan DKU seeks contempt proceedings against Mentri Besar, 16 others

PETALING JAYA: The Negeri Sembilan Council of the Royal Custom (DKU) and its secretary, Raja Norazli bin Raja Nordin, have filed applications at the Seremban High Court to start committal proceedings against 17 individuals.

According to a statement on Monday (Oct 19), the 17 proposed respondents include six plaintiffs involved in an ongoing legal case, the Mentri Besar of Negri Sembilan, and ten former members of the Negri Sembilan State Executive Council (MMK).

This legal move stems from an interim court order issued by the High Court on June 5, 2026.

The order temporarily blocks the six plaintiffs from making or carrying out decisions regarding the DKU's affairs and requires them to maintain the status quo as of May 21, 2026. This order remains active.

According to the applications filed on Oct 15, 2026, the applicants claim the court order has been violated through several actions.

The six plaintiffs allegedly ignored the injunction by holding press conferences and releasing public statements between Sept 5 and Oct 11, 2026, insisting that an April 19 proclamation and a change in the office of the Yang di-Pertuan Besar remain valid.

Meanwhile, the Menteri Besar and former MMK members, knowing about the court order, allegedly took steps to implement that same proclamation.

Actions cited include a State Executive Council decision on Sept 15, directives given to the state administration, a letter sent by the Menteri Besar to the Keeper of the Rulers' Seal on Sept 17, and the suspension of the State Secretary and State Legal Adviser on Sept 22.

The applicants' lawyers had previously sent a warning letter on Sept 16, stating that these ongoing actions went against the June 5 injunction. The High Court is currently reviewing the applications and supporting affidavits.
