KOTA KINABALU: Parti Upko's Allison Chan urges the Malaysian Examinations Council to review its RM60 physical Sijil Tinggi Persekolahan Malaysia (STPM) certificate fee on Aug 5 due to lower-income student affordability concerns.
Under the new certification system, 2025 STPM candidates receive online e-Certificates, while physical certificates require a RM60 application fee. Official data showed 31,569 candidates, or 75.98% of the 41,548 three-semester STPM candidates in 2023, belonged to the B40 category
“Affordability should be among the key considerations when formulating any policies and charges related to STPM,” Chan said.
Chan stated that physical certificates remain necessary because various educational institutions and employers do not share identical documentation requirements.
She added that any paid physical certificates require higher printing, packaging, and delivery quality standards following student complaints about damaged documents.
