New environment law strengthens MA63 for Sabah, Sarawak, says Mustapha Sakmud


KOTA KINABALU: The Environmental Quality (Amendment) Bill 2026 strengthens the Malaysia Agreement 1963 (MA63) implementation, said Minister in the Prime Minister’s Department Datuk Mustapha Sakmud.

He said the Act gives Sabah and Sarawak authority to manage and regulate their own scheduled waste.

“This is not a hasty decision but the result of comprehensive consultation and review involving various parties through the Malaysia Agreement 1963 Implementation Action Council (MTPMA63),” he said in a statement here on Saturday (Feb 28).

He said the move is expected to have a positive impact on environmental governance in both states while strengthening Federal–state cooperation to ensure more sustainable and inclusive development.
