KUALA LUMPUR: JustGO Malaysia is approaching 200,000 mobile application downloads following the official launch of the country’s first Automatic Number Plate Recognition (ANPR) Open Payment Tolling System.
The pilot project, launched by the Works Ministry, Malaysian Highway Authority (LLM) and PLUS Malaysia Berhad on Feb 12, marked the formal introduction of the ANPR-based open payment system at the institutional level, signalling a significant step forward in the digitalisation of toll collection nationwide.
PLUS Malaysia Berhad was recognised as the first highway operator to implement the system under an ongoing pilot project along the Hutan Kampung–Sungai Dua stretch.
"The PLUS ANPR Open Payment System via JustGO Malaysia enables lane freedom, allowing registered vehicles to enter and exit through any toll lane without being tied to specific payment methods.
"Transactions are processed automatically as vehicles pass through toll lanes, with payments linked through the JustGO mobile app," the company said in a statement on Wednesday (Feb 18).
Users only need to download and register via the mobile application to use the system, with no device installation or upfront payment required.
Designed as an open digital toll payment platform, JustGO supports the ANPR Open Payment System and is structured to enable broader interoperability within the industry, forming a shared operational ecosystem among participating concessionaires.
The ANPR open payment initiative also represents a move towards greater digitalisation of toll operations and supports the long-term transition to barrierless tolling.
Activation booths have been set up across Penang and Kedah, including at Gurun R&R and Juru Lay-by, to assist motorists with onboarding and registration.
Among those who attended the launch were Works Ministry secretary-general Datuk Seri Azman Ibrahim, LLm deputy director-general (Operations) Mohd Hadzmir Yusoff and PLUS Malaysia managing director Datuk Nik Airina Nik Jaffar.
The Works Ministry and LLM also highlighted the event on their respective social media pages.
As part of the activation campaign, 300 users who record the highest number of JustGO transactions during the promotional period will receive RM30 petrol e-vouchers.

Previously, PLUS said it would run a pilot ANPR open payment system at nine toll plazas on the North-South Expressway (NSE) from Hutan Kampung in Kedah to Sungai Dua in Penang.
The company said that the initiative is an important milestone towards the future implementation of the Multi Lane Fast Flow (MLFF) in Malaysia.
"Under the initiative, registered users are no longer tied to specific lanes, gaining the flexibility to enter and exit through any toll lane at nine toll plazas: Hutan Kampung, Alor Setar Utara, Alor Setar Selatan, Pendang, Gurun, Sungai Petani Utara, Sungai Petani Selatan, Bertam and Sungai Dua," PLUS said in a statement on Friday (Jan 9).It added that the first stage, spanning 87.7k,m is expected to ease toll plaza congestion and reduce unsafe last-minute lane changes.
"ANPR cameras installed at toll plazas will capture vehicle number plates, allowing toll charges to be automatically processed through a mobile-based payment platform linked to the user's preferred payment method," PLUS said.
