IPOH: Perak has tabled a RM1.61bil budget for next year, with Mentri Besar Datuk Seri Saarani Mohamad saying RM1.045bil would be for management expenditure while RM568mil would be for development projects.
"The expenditure for management includes emoluments, services and supplies, asset purchase, grants and payments.
“It also takes into consideration a special financial aid (BKK) for civil servants, religious school teachers, and community leaders under its administration,” he said in his speech during the state assembly sitting here on Tuesday (Nov 25).
Saarani said the increase in operating costs reflects planned salary increments under the Public Service Remuneration System phase 2, effective Jan 1, 2026.
He said civil servants in the management and professional implementation group would see a 7% pay rise, while the top management group would receive a 3% increase, in addition to the annual salary increment.
“Meanwhile, development expenditure has been boosted by RM30mil, a 5.6% increase from 2025, to support public welfare and infrastructure development.
“The RM568mil allocation is the largest ever by the state government, aimed at sustaining economic growth and advancing projects under the Perak Sejahtera 2030 Plan.
“Despite a projected deficit of RM95.5mil for the year ending Dec 31, 2026, this is a calculated move to invest in long-term growth and prosperity,” he said.
Saarani said Perak's 2026 budget would continue under the theme “Prosperous Perak, Prosperous People”, focusing on five key areas - people’s well-being, governance of state interest projects, human capital and youth development, environmental sustainability and food supply security.
Saarani said the two-month financial aid (BKK) for civil servants under the state government’s purview would paid out in December.
He said the aid would also be extended at RM600 to the Village Development and Security Committees to traditional Malay villages, Chinese and Indian new villages, and to Tok Batin at Orang Asli villages.
“Additionally, the BKK will be extended to KAFA, I’dadi, and Thanawi teachers at RM400.
“In recognition of the crucial role played by the service centres of the respective assemblymen, the state government will also provide two months’ allowance totaling RM20,000 to all service centres,” he said.
