PUTRAJAYA: The Veterinary Services Department (DVS) on Thursday launched the DVS Code of Ethics and Conduct, which integrates values, ethics and conduct components that must be adhered to and cultivated by the department's workforce.
Veterinary Services director-general Dr Akma Ngah Hamid said the code, which contains three main components - 17 Core Values of DVS, six DVS Ethical Principles and 23 Conduct Guidelines - represents one of the key initiatives created under the Veterinary Anti-Corruption and Integrity Strategy Plan 2022-2026, or STRIVE.
"In the mission to provide quality veterinary services in Malaysia, this department is committed to performing its duties with full integrity and responsibility to ensure that all staff members are free from any issues related to misconduct, corruption, misappropriation, abuse of power and disciplinary offences.
"Therefore, the DVS Code of Ethics and Conduct has been developed as a guide that consolidates values, ethics, and conduct, which should be embraced and cultivated by all DVS personnel in carrying out their duties and responsibilities to the nation,” she said in her speech at the 2024 DVS Integrity Day celebration here on Thursday (Nov 21).
The code was launched by Deputy Secretary-General (Policy) of the Agriculture and Food Security Ministry, Datuk Azah Hanim Ahmad.
Under the code, among the 17 Core Values that must be practised at all times by department officers in carrying out their duties and responsibilities are fairness, trustworthiness, truthfulness, courage, wisdom, resilience, sincerity, diligence, loyalty and transparency.
The six DVS Ethical Principles require department officers to carry out their work based on principles of integrity; accountability; adherence to and upholding of the law; fostering a noble and perfect work culture; embracing professionalism; and maintaining confidentiality.
Under the Conduct Guidelines, DVS officers must adhere to the ‘Aku Janji’ pledge, which requires them to comply with the Public Service Regulations (Conduct and Discipline) 1993, General Orders, circulars, directives and other regulations issued by the government from time to time.
Meanwhile, Azah Hanim, in her speech, said the understanding and implementation of the Code of Ethics and Conduct could further strengthen the integrity of DVS personnel, thereby helping to curb issues related to misconduct, corruption, misappropriation, abuse of power and disciplinary offences.
"For me, the development of this Code of Ethics and Conduct by DVS is an achievement to be proud of.
"This code should serve as a call to all DVS personnel to uphold high values, integrity and ethics, using this document as a foundation for every action and decision within the department,” she said. - Bernama
