State MACC director Datuk Zainul Darus said the 43-year-old was arrested at his office in Petaling Jaya on Friday (Aug 3) at 3.50am.
He said the former chairman would be remanded until Aug 9 to be investigated for falsifying documents worth about RM9.18mil.
"He is alleged to have made claims totalling about RM8mil and RM1.14mil in premises rental, utility bills and other payments over five years.
"He is also alleged to have claimed about RM40,000 for programmes that were not implemented," Zainul told a press conference.
"We will check thoroughly on these and expect to complete the investigation soon," he added.
Perak Youth Development Committee chairman Howard Lee Chuan How had on Wednesday (Aug 1) released a press statement regarding financial discrepancies involving a former PeKA consultant.
Zainul said the MACC had searched several locations for relevant documents as part of its investigation following Lee's statement.
