GEORGE TOWN: Penang Gerakan has questioned the status of the Penang Paradigm plan which was launched in 2013 to turn the state into an international and intelligent hub by 2023.
Its chairman Teng Chang Yeow took aim at the state’s 10-year development blueprint drawn up by the Penang Institute.
