Najib: Malaysia’s GTP, ETP acknowledged globally


KUALA LUMPUR: The success of the Performance Management and Implementation Unit (Pemandu) and implementation of the Government Transformation Programme (GTP) and Economic Transformation Programme (ETP) has attracted the attention of the world.

Prime Minister Datuk Seri Najib Tun Razak (pic) said on Tuesday that its success was proven since a number of countries like Tanzania, South Africa and India have currently implemented the same model in the development agenda of their countries using consultancy services from Pemandu.

In fact, last year, two researchers from the World Bank, Professors Charles Sabel and Luke Jordan, published a research paper titled "Doing, Learning, Being: A Study of Malaysia’s Transformation Program" which contain their acknowledgement of the actual results of the transformation in Malaysia.

Following that, for the year 2014, Pemandu was also selected as one of the top 20 Government Innovation Teams at the global level by Nesta, which is an innovation body in UK and Bloomberg Philanthropies.

As such, among the main initiatives of the Government since September 2009, was to set up the Performance Management and Implementation Unit (Pemandu), under the supervision of the Prime Minister's Department.

"The main aim and objective of Pemandu under the National Transformation Policy is to supervise the implementation, assess progress, simplify and support delivery and spearhead the progress of the National Transformation Programme and the Economic Transformation Programme.

"This is all being implemented to make Malaysia a High Income Advanced Economy nation by the dawn of 2020 or much earlier than that," he said.

Pemandu was also set up as a coordinator to assist all ministries, acting a facilitator in organising the government transformation programmes, in line with the responsibilities of the ministries.

The Prime Minister said based on Pemandu reports, the performance and KPI of ministers would be tabled, evaluated and reviewed every two years, meaning ministers too will also have a report card as an indication of their KPI. – Bernama
