GEORGE TOWN: The captains of two foreign ships and their crew were arrested after the two vessels were found illegally transferring fuel off Muka Head near here.

The Malaysian Maritime Enforcement Agency (MMEA) also seized the vessels when officers found one of them was in the midst of transferring 50,000 litres of diesel to the other.
