THE authorities should have a local plan in place before approving controversial mega projects such as the proposed RM25bil Penang Global City Centre (PGCC), according to groups opposing the project.
PGCC Campaign Group spokesman Ahmad Chik said no plans should be considered before the finalising local plans according to the Town and Country Planning Act.
