High Court grants leave for judicial application to challenge Ampang Jaya local plan

THE Shah Alam High Court has granted leave for a judicial review application challenging the Ampang Jaya Municipal Council Local Plan 2035 (RT MPAJ 2035)

The application was initiated by a group of 12 individual residents in Ampang Jaya, according to a statement by advocacy group Tolak RT2035.

The substantive Judicial Review Application is fixed for hearing on Nov 25, 2026.

In a media statement on Friday (Oct 23), the group described the court's decision as “a critical test for citizen rights in urban planning”.

“As a legally binding document, the local plan impacts the safety of residents, infrastructure capacity and the environment in Ampang Jaya,” the advocacy group said.

The group raised concerns over several aspects of the plan, including land-use conversions and provisions allowing development in environmentally sensitive areas, which it emphasised could increase the risks of soil erosion, landslides and flooding.

Selangor government gazetted the RT MPAJ 2035 on Feb 6 last year.

The plan serves as a framework for urban development in Ampang Jaya, outlining land-use zoning, development intensity, and infrastructure planning.

It replaces the previous local plan, which was gazetted in 2011 and underwent two amendments -- in 2013 and 2016.

Public inspection of the draft Ampang Jaya Local Plan 2035 was held from May to July 2022.
