THREE unlicensed stall operators at Kapar morning market in Klang, Selangor, have been fined RM1,000 each following city council enforcement.
Klang Royal City Council (MBDK) Corporate Communi-cations Department director Norfiza Mahfiz said enforcement officers issued the compounds under its Hawkers By-Laws (MPK) 2007 following complaints from licensed market traders.
“The joint operation last week involved personnel from MBDK’s Health, Enforcement and Licensing departments,” she said when met at the city council’s headquarters at Bangunan Sultan Alam Shah.
Norfiza said MBDK records showed that the morning market at Lintang Dato Tahir 1 had 50 licensed operators.
“MBDK checked every stall at the site. We found only three that were unlicensed, and they were run by Malaysians.
“No foreigners operating businesses were found at the morning market.
“All three unlicensed traders were advised to apply for valid licences,” she said.
Norfiza urged all traders within MBDK jurisdiction to obtain proper authorisation before starting any commercial activity, and adhere strictly to the city council’s rules.
MBDK, she said, would increase enforcement operations to ensure all business activities within its area were conducted in an orderly and lawful manner.
Separately, MBDK officers took action against an illegal vehicle spare parts business operating in Kampung Bukit Kapar.
Norfiza said the multi-agency response involved personnel from Klang District Land Office along with MBDK’s Licensing, Town Planning, and Enforcement departments.
She said enforcement staff found that the open-air premises was closed during the initial inspection and no workers were present at the site.
Hundreds of vehicle spare parts were found.
MBDK’s Town Planning Department subsequently issued a site restoration and cessation of activities order under Section 18 of Town and Country Planning Act 1976.
The Licensing Department also served a premises closure order under By-law 3 of MBDK’s Licensing of Trade, Business and Industrial Premises By-laws 2007.
Norfiza said the operation was carried out to ensure land use and business activities strictly aligned with planning regulations.
