A TOTAL of 310 strata schemes, comprising 35,817 units, have neither a joint management body (JMB) nor a management corporation (MC).
Selangor housing and culture committee chairman Datuk Borhan Aman Shah said the absence of JMBs and MCs in these buildings was mainly due to low maintenance fee collection rates, weak governance and a lack of awareness and sense of responsibility among owners to participate in the upkeep of common facilities.
He said the state government would strengthen the implementation of the Strata Management Act (SMA) 2013 in the long term.
“The state government will also improve the capabilities of JMBs and MCs through training programmes, courses and engagement sessions so that they can manage their finances better.
“Other steps include organising awareness programmes for owners and implementing a star-rating system to encourage more efficient building management,” he said during the state assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam on Aug 12.
He was responding to Rajiv Rishyakaran (PH - Bukit Gasing), who asked the state government to list the strata schemes in Selangor that have no JMB or MC.
Rajiv also asked why the Commissioner of Buildings (COB) were not exercising their power under the SMA to appoint professional property agents to manage problematic strata schemes.
In response, Borhan said a meeting to discuss the formation of an action committee to address the issue had been held.
"Some strata schemes fail to form a JMB or MC due to handover issues with developers and other conflicts that require intervention by the COBs.
“Hence, the COBs are playing an important role in addressing this issue.
“We will continue our discussions to find a solution to the issue,” he said.
