KUCHING: Merlin Marjina, who has no identification papers since he was born, has every reason to celebrate after being presented with a MyKad and birth certificate two days after his 12th birthday.

The SJK Chung Hua Buntal pupil was caught in a Catch-22 situation early this year when he could not register and sit for the Ujian Penilaian Sekolah Rendah (UPSR).
