KUCHING: The state government should initiate institutional measures, such as development and drainage masterplans, to put an end to flash floods which occur every year.

Making this call, Batu Lintang assemblyman See Chee How said poorly-managed land clearings and development projects which clogged up the drainage and waterways were the main cause of persistent flash floods in most cities and towns in the state.
