PETALING JAYA: The Securities Commission Malaysia (SC) welcomed the measures announced in Budget 2027, which will support its efforts to drive economic growth through efficient capital formation and mobilisation in line with the priorities of the Capital Market Masterplan 2026-2030 (CMP).
SC Chairman Datuk Mohammad Faiz Azmi said the targeted Budget 2027 measures for companies and capital market instruments mark the first step in delivering on the SC's CMP aspirations to raise the ceiling via market growth as well as the floor by deepening market inclusivity.
The introduction of a matching grant for dual listings on Bursa Malaysia and the Stock Exchange of Hong Kong will help establish Malaysia as a regional investment hub and fund-raising destination.
This initiative is supported by a simplified dual initial public offering listing framework established jointly by the SC and the Hong Kong Securities and Futures Commission. Additionally, listing of Hong Kong-based Exchange Traded Funds (ETFs) on Bursa Malaysia is expected soon.
Faiz added, to help public-listed companies expand across Asean, the MyABE Scheme will facilitate Employment Passes for key talent.
Malaysia is expanding its wealth management ecosystem by enabling the Multi-Family Office (MFO) model alongside the existing Single Family Office (SFO) Incentive Scheme, which currently manages an indicative RM20.8bil in assets under management.
He said the tax deductions on eligible issuance costs for SC-approved Sukuk PRISMA issuances will reinforce Malaysia’s leadership in Islamic finance.
Income tax exemptions starting Jan 1, 2027 on grants received under the Sustainable and Responsible Investment Sukuk Scheme and Bond Grant Scheme will help lower issuance costs and encourage greater adoption of sustainable financing solutions.
"The extension of the tax incentive for Islamic Fund Management further reinforces Malaysia’s competitiveness as a regional Islamic wealth and asset management hub, supporting the continued growth of the Islamic capital market ecosystem," he said in a release.
To improve capital access for micro, small, and medium enterprises, RM270mil has been allocated through equity crowdfunding (ECF) and peer-to-peer (P2P) financing platforms.
The SC chairman said the fiscal support for ECF and P2P mechanisms will further diversify funding options beyond traditional sources and foster a dynamic entrepreneurial ecosystem aligned with Ekonomi MADANI goals.
