Lao leader urges stronger leadership to fulfil 12th Party Congress resolutions

VIENTIANE: Party Secretary General and President Thongloun Sisoulith has called for tougher action to tackle pressing social problems, ease hardships caused by flooding, and step up measures against illegal activities, including illegal mining and the use of unlawfully imported vehicles.

Thongloun issued the call as an Extraordinary Plenary Meeting of the 12th Party Central Committee concluded on October 1, one day ahead of schedule after four days of deliberations.

Chaired by Party Secretary General Thongloun Sisoulith, the gathering aimed to translate the policies adopted by the 12th Party Congress into concrete action.

According to the Office of the Party Central Committee, the meeting adopted three draft resolutions and provided guidance on ways to address illegal mining operations and illegal and unlawfully imported vehicles.

Thongloun called for stronger leadership in tackling pressing social concerns, including the use of illegal weapons, the drug trade, online scams, robbery and road accidents.

He also called for better management of online media channels to prevent the circulation of distorted information.

Particular attention was paid to flood recovery efforts, especially the repair and restoration of roads, irrigation systems, and farmland, so that people can resume their normal lives as quickly as possible.

Thongloun also called for greater attention to the harvesting and preservation of rainy-season crops and preparations for dry-season production, while strongly encouraging the cultivation of more crops.

The relevant sectors should provide technical assistance and seeds, and support in addressing production, pricing and market-related difficulties, he said.

Party committees, government, and administrative authorities at all levels were instructed to assume greater responsibility for implementing the national agenda on rural development and poverty reduction, ensuring that this work produces tangible results.

In addition, he stressed the need to improve the working systems and methods of Party committees at both the central and local levels so they respond effectively to actual conditions, while strictly observing democratic centralism and collective leadership.

Thongloun also instructed Party leaders to curb the lack of transparency, extravagance and other concerns within the organisational apparatus. When such incidents occur, leaders must conduct thorough investigations and take appropriate action, he said.

Party committees at all levels were directed to shoulder more responsibility and take strict action against illegal vehicles and the illegal exploitation of minerals, forests and other natural resources.

In the meantime, preparations will continue for a conference to review work on building political foundations, rural development and poverty reduction, as well as the Party’s “Three Builds” directive, alongside a review of the patriotic emulation and development campaign.

Further preparations will be made for the 2026 internal political life of the 12th Party Central Committee.

Thongloun urged Party Central Committee members to uphold their political responsibilities, show greater initiative, and devote their knowledge and efforts to leadership, inspection and evaluation in their respective sectors and localities.

He instructed officials to work with greater political responsibility, sincerity and honesty and in a spirit of breakthrough, while removing the obstacles that hinder public services and state management.

Party Secretary General Thongloun Sisoulith said these efforts would be conducive to productive work, accelerate implementation and deliver stronger results in translating the resolutions of the 12th Party Congress into practical progress. - Vientiane Times/ANN
