VIENTIANE: The Bank of the Lao PDR has suspended the issuing of new licences to microfinance institutions and pawnshops in Vientiane while it reviews and strengthens regulations.
The central bank announced the temporary suspension on July 31, with immediate effect. It applies to both Lao and foreign investors seeking to establish deposit-taking microfinance institutions, non-deposit-taking microfinance institutions and pawnshops in the capital.
The move is part of a wider review of the non-bank finance sector as the Bank of the Lao PDR seeks to improve oversight and tighten licensing requirements before allowing new businesses to enter the market.
The bank said the suspension would give regulators time to assess the operations of existing institutions, reorganise the licensing system, and introduce stricter and more effective conditions for new applicants.
Applications are expected to reopen in November under a revised regulatory framework, with the new licensing rules to be announced at a later date.
The suspension affects only new applications and is not expected to disrupt existing customers. Licensed microfinance institutions and pawnshops can continue to operate as normal during the review period.
For borrowers, the announcement means access to existing lenders will remain unchanged. But investors planning to establish new lending businesses in Vientiane will have to wait until the revised rules take effect.
The sector provides small loans and financial services for households and small businesses that may have limited access to commercial bank credit.
The Bank of the Lao PDR said the temporary pause is intended to ensure the sector develops under stronger supervision and clearer licensing standards, helping improve the quality and stability of non-bank financial services.
The suspension applies only to Vientiane. Investors wishing to establish finance-related institutions in the provinces can submit applications and supporting documents to the Bank of the Lao PDR branches in their respective provinces and regions. - Vientiane Times/ANN
