VIENTIANE: Philippine President Rodrigo Duterte skipped the Asean - US summit here on Thursday, which is attended by President Barack Obama.
Officials attending the summit said the Philippines Foreign Minister Perfecto Yasay read Duterte's statement on his behalf.
Duterte had expressed regret after his obscenity-laden rant against obama prompting the White House to cancel bilateral talks between the two leaders here.
