MANY needy people in the Chinese community tend to shy away from government welfare programmes due to a language barrier and lack of information.

Wanita MCA chief Datuk Heng Seai Kie said these people were not confident and were afraid that they were unable to communicate what they wanted and thus decided not to join in the programmes.
